Public service was a concept that developed only with the emergence of the modern nation state, and before communications technologies proliferated. It was a brief, passing moment in a much longer story.

The idea of public service television as a cathedral of particular values has been replaced by the round-the-clock, pursuit of all viewers. It appears to be a sign of the times that programmes are being produced in which no one at the outset knows what they amount to.
